Sir:

I have the honor to request that transportation be furnished Jim Johnson and Forty nine {49} others, destitute Freedmen, from Vicksburg Miss to Carolina Ldg, by water. 

This transportation is necessary to prevent suffering and to secure employment for the Freedmen, thus relieving the Government of their support.
