Also Gabe Underwood complains that you owe him $1.87½ for work done at the same time. You will please settle with these men immediately or report at this office at 11 oclock A.M. Saturday May 2" 1868.

I have the honor to report the Operations of the Bureau R. F. & A.L. in this Sub-Dist for the month ending 26 April 1868. Made 3 leases for land between Whites and Blacks. No Contracts for labor. The want of authority to compel all Contracts for labor to be in writing causes all the misunderstandings and differences that occur, between Whites and Blacks. 13 Complaints have been made by Freedmen, generally relative to non payment of wages 8 of these cases have been settled by the Defd'ts paying the amount due. The parties in the other cases are ordered to settle or report at this office | [[/2 columned table]]

|   | The schools are in excellent condition. The Freedpeople are generally anxious to have schools for their children and themselves. The condition of the Freedpeople as a general thing is good. A few cases were reported of Employers turning off their Employees on account of their politics I sent for the parties they not knowing the existing orders prohibiting such acts. I let them off, on condition of their retaining their employees and paying them promptly and treating them kindly. So far as I have learned in this Sub-Dist the Election passed off quietly and satisfactory. The Constitution and Union Candidates have handsome majorities.

I have the honor to report that the Election has passed of quietly, no disturbance has occured in this Dist so far as I have heard from I proceed Tomorrow to Monroe Co. N.C. to attend the County Court of that County in obedience to Cir. No. 5. Series 1867 Hd. Qrs. Asst. Comr State of N.C. I will be absent 6 or 7 days. I have anticipated my orders as Mil. Comr. that the office ceased after the Election, am I right.
