Bureau of Refugees, Freedmen and Abandoned Lands,
Head-Quarters, Asst. Commissioner, State of North Carolina,
Raleigh, N.C., Jan. 11 1866

Maj. Lawrence

I have referred your letter to Gen. Ruger. I doubt our authority to act finally in a case of this kind. But you can get all the facts, from all parties. The sale of Mr. Taylor's property, if he represents it correctly, ought not to stand, but I very much fear that he will have no redress.

If freedmen are wanting employment, I can find good places with Northern men on Cotton farms at $10 per month farmed or $15 not farmed, for 100 good hands. Send them along: men preferred - but good women & boys will be accepted at fair wages.

Yours Respy,
E. Whittlesey
Col. & Asst. Commsr
