Office Superintendent
Freedman's Village Va
August 27" 1867

Special Orders
No 1

Worthless dogs are so numerous in the village as to amount to an intolerable nuisance; especially at night is their barking and howling noxious to all persons who desire quiet and sleep. And a few serious cases of dog bites have occurred; the Superintendent request all owners of dogs, to take immediate measures to rid themselves of such animals. If this request is not complied with, in a reasonably short space of time, an order will be issued for the destruction of all unlicensed dogs in the village.
