I have the honor to submit the following report of the opperations of this Office for the Month of April 1867.

Reliable information from prominent Citizens and from personal observations the Country composing this District are not in a very promising condition partially owing to the failure of last yere crops. The working Class (White) appere to be discouraged numerous applications made to this Office for assistance. 

There is another Class of individuals who infest the Country "called the Night out Crowd" an orgnized band of desperados theving, Horse Stealing and Murder seems to be there legitimate buisness Complaints on file in this Office Killing an inoffensive Freedman at Baldwin Miss on the 15th inst Also the hanging of a Colored woman & boy 

Military intefrence [[interference]] is Solicited by the Civil authorities for the protections of law abiding Citizens and to aid the Civil Officers to arrest and bring the guilty party's to justice
