Genl I hope you will take steps as soon as possible to relieve the suffering caused by the overflow. Allow me to present Dr Gevin — who states a case of some distress. Without transferring the cost of the support of laborers in a particular case to the Government for any length of time, should you find Dr Gevins representations to warrant relief being supplied for so as to enable the sufferers to get work, I hope you will help the freedmen he represents.
