of my District, are generally well treated by their employers: are contented, and usually willing to labor for proper renumeration and good treatment. They are unquestionably loyal, and have proven themselves to be industrious and energetic. Many objections are made by these people to the contract system, they generally preferring to cultivate farms for an agreed upon portion of the crop, when made.

The number of Freedmen in the four Counties under my Charge, are supported, from the most reliable information that I am able to obtain, to be about 17,900, of all classes. Of these, Tishomingo County contains 5,200, Itawamba, 4,070, Tippah 3,780, and Pontotoc 4,900.

A great necessity is being felt for the establishing a Hospital at this point, for medical treatment of homeless and destitute. The Country is greatly impoverished, and the authorities are no longer able to maintain the temporary Hospital that has been in operation. Corinth being so easily accessible, the number of transient sick and homeless are greatly in excess of the City paupers and the need for a permanent Hospital is greatly felt.

From a personal inspection of my District, I find a number of sad cases of extreme destitution. I have taken great care in the issues of supplies to the destitute of my counties
