Referring to your endorsement of the 26th inst upon communication of Will A Bowen I am directed to inform you that such an amendment of the Bureau appropriation as would allow you to defray the expenses of building school houses for the colored people, and paying for the support of teachers, is not possible at present.

Also that the Commissioner decides that the provisions of the Circular of the Commissary General of Subsistence of Nov. 19th/66 will cover the issue of rations (in the
