Invites attention to the subject of insane Freedmen & asks instructions about receiving such a class. Stateing [[stating]] that in the absence of a suitable building for their confinement - life and property are unsafe and  requests that a building for their safe keeping be constructed

Respectfully forwarded to Bvt Maj A. W. Preston A. A. A. Genl. In the absence of any provision for the care of the class of persons in question, it is not seen how the necessity for H. H. Surg Penniman admitting them Hospital came be obviated. But in order that he may be able to give them that care and attention their condition requires it is absolutely necessary that his request for suitable buildings be granted. 

I would therefore recommend that Asst. Sub-Commissioner
While, be ordered to construct a suitable building as requested, for that purpose
