There is not a school in either of the four Counties of my Sub-Dist. as far as I have been able to learn. In fact, there are no Public Schools even for white children and but two or three Private Schools. The County is but thinly settled and the main question now, with every body, [[strikethrough]] now [[/strikethrough]]] black white - adults and children, is to provide themselves with the creature comforts. With but few exceptions, the people are very poor and have to trade and barter for food having no money. All seem to be discouraged and dispondent from the failure of the crops the last two years. If the crops are good this year, and they bid fair takem there will be a great change for the better. The marriage relations of the freedmen are improving and as far as I can judge there is less disregard of the laws relative to marriage among the blacks, than the whites. The disposition of the white people towards the blacks is not a kindly one. That is they will not do any more for them than their own individual interests
