I.Background
1. altho [although] the relationship between servants(PRT) and their employers is basically a work relationship, not yet any proper guidance from  govn. on labor organizations
2. social change, esp. decreasing family size and phenomena of wives working, will increase the demand for servants positive employment effects but problems of controlling(adjusting)supply and demand so that a [[strikethrough]] better labor relationship is achieved (respectful and humanitarian)
3. guidance important for both parties; problem of irresponsible practices by 'calo' [[?]] (servant recruiters, agents, intermediaries) which ruin the servant profession
4. because status of PRTs considered how they experience psychological

conflict leading to irresponsible acts because of contrast between their need to earn a living and their need for better status ((i.e. they are forced into low status occupation))
5. in general PRT are unskilled workers from lower economic and social status; need guidance when enter labor market to help them adapt
6. in case od labor dispute, PRT unable to defend their needs or rts. [[rights?]]
7. altho no formal research available, felt that large no of persons employed as PRT
[[three dots arranged in triangle]] felt to urgent to look more carefully at the situation so protect both sides; this esp. true in urban areas where servants not taken from close family
8. Because there is no association of PRTs or a social assistance center for them (that is fair and [[strikethrough]] clean), there is no vehicle to express their needs and assinations to the people no matter how extreme their sufferings at the hands of their "majikan" (bosses), there is no place to receive their complaints and defend them properly
