States that a rumor is current in the County, that Gov. Brownlow of Tenn, had notified the Gen. Comdg, that upon application, through the Governor the planters could procure as many laborers to pick Cotton as they wished, & that they would be delivered by the Gov. on the Rail Road or Steamboat Landing, free of charge.  Wishes to avail himself of the above, & get hands to pick Cotton in Yazoo bottom, near Yazoo City, &c an give good references.
