Alvan C. Gillem, Asst. Commissioner Bureau R.F. & A.L., Vicksburg, Miss., General: You will notify agents of the Bureau that when landlords distrain or attach cotton or other property of persons for rent, the claims of laborers shall, under the supervision of the Bureau Agents, in every such instance be secured by an assignment of such share of the cotton as may be due them, or by giving bonds to him that the cotton will not be sold until such laborer's claims shall be satisfied. After such security is given the Sheriff or other civil officers can proceed to execute such civil process for the collection of debt as may be decreed by law.
