Bureau Refugees Freedmen & A. L Sub. District of Natchez Natchez Nov 7th 1867 Lieut Merritt Barber 34th U.S Inf. A.A.A. Gen. L Vicksburg Miss. Lieut Your endorsement dated Nov 1. 1867 referring the matter of an appeal of Jas. A. Gillespie from my decision as to the effect of a certain contract between said Gillespie and certain Freedmen & Freedwomen, for report, has been received- Mr Gillespie has stated the matter with general accuracy & fairness, and on his own statement & showing, without pointing out any of the fallacies or inaccuracies of his statement, I do not see any reason for changing my former ruling- It is a simple matter of contract between Mr Gillespie and the Freedmen who signed the contract (say fourteen in number), the Freedmen signing the contract were to have one third of the gross crops- By Mr Gillespies own statement he made a separate contract with the Teamster, agreeing to pay his $12.00 Twelve Dollars per month in money for his services- Mr Gillespie does not state that he ever told or notified those that signed the contract that he regarded the teamster as
