Complaint was made at this office in December 1867 by the freedmen employed on the plantation of I.S.O.G. Green during the years 1866 and 1867— that they could not get their pay, and that the Cotton raised on the place had been shipped to Mobile, Ala. or sold in this city sometime previous which I found upon investigation to be true
