Complaints has been made at this office that one James M. Duke has been acting in an unjust manner with one Alexander Wren (Cold) in reguard to a division of the crops.  Enclosed you will find Gen Orders No. 19, which bears directly on the case in question.  I am informed this matter was decided by referees, and Mr Duke refused to abide by the decision, you will give this matter your immediate attention and see that Justice is done in the premisis if Mr Duke persists in the course as has been reported here or fails to act honestly with Alexander Wren, (freedman) he will dealt with as provided in the first paragraph of the inclosed order,
