Calls attention to the frequent violation of General Orders No. 16, and states there are many aggravated cases in that County. States that a brutal and outrages assault has been committed upon him and he desires that the offender be tried by Milty Commn and should an officer be sent to investigate the affair desires to be informed, as he is at times absent.
