I have the honor to submit the following report in compliance with the endorsement of the asst commissioner Bureau R. F & A. L. dated Vicksburg Miss Feb 14th 1868 wherein H E High accuses me of dealing unjustly with him in a case arbitrated upon in compliance with Circular letter No 24 dated Hd. Qtrs 4th. Military district Mississippi. I would state that Dr. Williams rented the high plantation for the year 1864 and employed Barnhill a poor laboring white man together with some Freed laborers engaging to give them one third of the crop raised for Their labor at expiration of the year Dr. Williams being unable to pay this rent to High he had a distress warrant sworn out and put in the hands of the sheriff who proceeded
