Respectfully returned with the information that the facts to the best of my knowledge do not sustain the within statement. I have yet to learn of a single death resulting from starvation this season. In regard to numbers of freedmen being crowded together in hovels, I consider it a matter of choice with them, altogether, for in every section of the State visited by me, I have found labor in demand.

There is no reason known why the aged & infirm in that Dist. cannot be cared for in the same manner as is customary throughout the State.
