A. I. General Bureau R. F. & A L. State of Miss., for investigation and report By order of Bvt. Maj. Genl. A. C. Gillem Asst. Commissioner S. C. Greene Capt. 24th Inf. Bvt. Maj. U.S.A. A. A. A. General Bu. R. F. & A. L. State of Miss. Vksb'g. Mar. 30/68. Respectfully returned with the information that the facts to the best of my knowledge do not sustain the within statement. I have yet to learn of a single death resulting from starvation this season. In regard to numbers of freedmen being crowded together in hovels, I consider it a matter of choice with them, altogether, for in every section of the State visited by me, I have found labor in demand. There is no reason known why the aged & infirm in that Dist. cannot be cared for in the same manner as is customary throughout the State. H. R. Williams Lt 45th U.S. Infy. Asst. Inspr Genl.
