I have the honor to request authority to visit the Counties comprising the Sub Dist of Columbia Miss to enable me to make a final return of the nations turned over to the Several Presidents of the Boards of Police for issue to the destitute
The necessity of this request is the fact that these parties have been written to in the aggregate from 75 to 100 times and although the rations have as I [[strikethrough]] have [[/strikethrough]] believe all been issued there is still unaccounted for 652 lbs of Pork and 5860 lbs [[?]] of Corn.  Mr B.B.Barken President of the Board of Police for Monroe County especially appears to pay but little attention to my Communications on the  Subject. moreover he Contrary to position instructions. turned over to other parties
