Colonel: - Herewith I have the honor to enclose my Return of Persons and Articles, for the Month of August, 1867. If wrong in any particular, please indicate the necessary corrections. It is the first return of the kind I have made in this State, and in Virginia, where I was formerly on duty, these Returns were required only from Quarter Masters, who carried all property on their Returns, and issued to Bureau officers on memorandum receipt.
