I have the honor to report for duty at this place in compliance with Sp O. no. 104 dated Hdqrs Asst. Commiss. State of North Carolina, Raleigh August 15 1866.

I called on Lt. L. Porter, Asst. Supt at Hillsboro yesterday and received from him the Circulars etc. contained in the enclosed list.  Lieut. L. Porter regards himself as being in charge of this Sub district until relieved by order.

I have established my office in the board house of this town and request to be furnished with such more orders etc. as I shall need for my instruction.

In compliance with Circular no. 13 C.S. from your Headqrs I have the honor to report that I am daily visited by many blacks asking advice and preferring claims for wages &c. which I had to refer to the civil authorities. 

The convention of the Freedmen here appears to be rather gloomy but I am not yet so well acquainted as to make a more detailed report.
