Febr 4th 1867 The Supt. directs that you at once report to what intent whipping branding, stoks & other corporal punishments have been inflicted in your Sub dist. since the suspencion of Par. 5 Genl. Orders No 15 Hdqrs Dept. of the South. Par 5 prohibits whipping branding, stoks & other corporal punishments. Answer as fully as you can at once & send a full report as soon as it can be made. Smith U.S.A. is hereby announced as Surgeon in Chief of this Bureau for the district of North Carolina By Order of Colonel James V. Romford A.A.C. F.A. Sealy Bvt Maj. & A.Q.M.A.A.A.G. War Department Bur. R.F. & A.L. Circular no. 3 Washington D.C. Febr 3 1867 Special attention of the A. Commissioners of this Bureau is called to the subject of transportation. Transportation is given only to relieve the Govmt of the support of the indigent, and to enable these in extreme want to reach places where they can provide for themselves. Hereafter no orders for transportation of R&F. will issue except from this office, and every application, besides the rigid conditions already imposed, must set forth clearly the fact of extreme destitution, which must be certified to by the A.
