102 Hdqrs Asst. [[?]] State of NC Raleigh N.C. March 14th 1867 Circular no. 7 Hereafter officers of the bureau in this State will not bind out as apprentices any colored children but will refer all applications of this nature to the proper Civil Courts. Provided always, that the State Courts in binding out colored children conform strictly to the laws, and to the decision of the Supreme Court of N.C. in the recent case of Ambrose v. Rupell, and permit no injustice to be done to colored parents or children. The laws of N.C. by recent enactments of the State Legislature in reference to apprentices do not in any particular make dis-criminations between white and black, and officers will there-fore be so guided. Any violations of the law will at once be reported. Attention is called to Circular no. 5 C.S. from these Hdqrs for information as to the decision of the S.
