The Bureau Regulations require that no Schoolbuilding shall be erected at the expense of the Bureau, except upon sites secured by deed to Trustees or some other individual party, for school purposes for Freedmen or for Children irrespective of Color. Would the Board of Directors of the N.C.R.R. be willing to aid the Cold. people here by deciding a site for the purpose of erecting thereon such a Schoolhouse?

I have the honor to report that having on the 10th inst. taken advantage of the 20 days leave of absence granted me by par. II Sp. O. No. 78. Hd. Qrs. A.C. e.t.c. Aug. 3. 1868, I have this day returned to my Station and resumed the discharge of my duties.

In obedience to Circular No. 8 Hd. Qrs. A.C. dated at Raleigh N.C. Aug. 17. 1868 I have this day opened a register of wants and have notified the laboring population and employers, by posters, of which I respectfully enclose a copy. 

I will endeavor to procure employment for all colored people in my District. Arbitrary Discharge from employment are becoming very numerous since the withdrawal of the military authority and the poor homeless freedpeople are persecuted without mercy by their former masters, who threaten to discharge from employment all Laborers who differ from them in their political opinions. 

If these threats are actually carried out there will be many freedpeople out of employment during the next year and large tracts of land will lay uncultivated and abandoned, and I resp. request to be instructed wheither or not I have authority to seize such abandoned lands and allow them to be cultivated by loyal Refugees and Freedmen arbitrarily and unjustly discharged from employment
