else I have met them, if they knew of any instance in which employers or others deterred or prevented freedmen from registering. But while there are vague rumors of the kind, I have been unable to obtain a charge against any individual.

I am of the opinion, that in and around Lake, the freedmen have generally registered. I can say nothing definitely of the other portions of the county and sub District. 

Having been on duty in two different Sub-Districts within the month, (and ordered to a third before I had completed my reports,) all the while among persons, white and black, who were total strangers, my report is not as full and particular as perhaps it ought to be, or would have been under different circumstances.
