I have the honor to request the following information gained by visiting the Plantations in this County, in accordance with Genl order No 23, dated July 31st 1867. I have found the colord people to be in excelent spirits generally employed, all living as well cared for as could be expected under the existing circumstances. I visited twelve plantations and have found the Freedman to be very ignorant, their being no schools in this County. The people are desirous of having Free Schools, but their means are so limited that it is impossible for them to establish one. I find that in some instances the Freedman have been made to believe that by registering they would burden themselves with taxation, and in one precinct a squad of from eight to twelve refused to register their names. Your Agent would most respectfully recommend that a school be established at the town of Charleston in this Co
