Much ignorance existed with nearly all in regard to their political rights, and Registration. Many false and ridiculous stories were circulating among them in regard to registering, no doubt started by assigning white Men to keep the blacks from registering, but I could trace none of these stories to their source. I have heard of no case of direct interference with Freedmen who desired to register, (by white Men or other Persons.) There are but few Freedmen in my Sub. Dist. who were entitled to register, but what availed themselves of the privilege

From the best information I can get, there are about twelve per. cen turn of Male Adults in my Sub. Dist. who have been brought here within the past nine months, and under the rulings of the Registering officers not entitled to the privilege of registering Many Freedman from a distance came to my office during July and early part of August, to get information regarding registration, (nearly two hundred one Saturday) which information was freely given.
