great measure stripped of fences = renders the raising of stock exceedingly difficult and uncertain=  The universal custom of Freedmen in carrying guns as they go to & from their labor, with the rapid growth of underbrush of plantations not fully worked as in former years, are given as one cause of their abandoning the raising of hogs & sheep.

Permit me to add that from the fears entertained of an eppidemic this fall and the ravages of the worm there will be during the coming winter much distress amongst the poor unless some combined effort is made for their relief both by ones own people and the government.
