In compliance with Circular Letter dated Vicksburg Miss: July 25, 1867, I have the honor to submit the following Report, and beg leave to remark that the statement of facts therein embodied, is derived from close personal observation, and that the results of the investigations made by the undersigned may be considered reliable, authentic, and susceptible of immediate proof.

I. The number of Freedpeople in this Sub District can only be obtained by means of a census, which having been taken last year, and the papers deposited among the archives at Jackson, Miss:, the answer to this question is respectfully referred to the proper authorities at that place. The number of registered freedmen is 830.

II. So far the area of my examination is within a radius of say 35 miles South and East of these Head Quarters, and, as will appear on reference to "Plantations visited," hereinafter mentioned, I have had good opportunity of observation in regard to the status of the freedpeople.
