Capt, I have the honor to submit the following Report.

During the month I have visited 8 plantations. A detailed statement of each would be a repitition.

A history of one is simply a history of them all. The Col'd people declare that they now understand what their Rights and privileges are, and their duties as citizens. The political aspirants of all the factions are visiting the plantation, [[Constantly?]], and the employers are very much dissatisfied. They say it takes the laborers away from their work, now when it is most needed

According to my observation all the freedmen care for now is to vote, and every thing else will come as a consequence. I instructed them that it was their first duty to labor and provide for themselves & families, that leaving their work to attend to every public
