I have the honor to make the following report in accordance with Circular Letter from Office Ass't Com. stated July 25./67. I would have done so previously but had not received a coppy of the above mentioned letter. My report for Oct has been forwarded dated Nov 6".

Most of the freed people are well fed, and clothed yet there are many cases where full rations are not given, and some poorely fed and miserably clad. Some cases the planters are willing to pay the freedmen in full for their labor or
