I have the honor to submit
the following reform of the operations of the Bureau, for the sub district, during the month of January 18, to wit:

The number of freedpersons
in this subdistrict is estimated
to be about the same as heretofore
reported. While many have left for other parts, it is believed that the gain from newcomers will about cover the loss.

Upon a more careful reflection, and investigation into the facs with reference to settlements for last years labor, I am much of the opinion that in a large number of instances the freedmen have not been fairly dealt with.
