held at this place has been governed and controlled by a few men and unless a person affiliates with these few it is almost impossible for him to obtain justice however meritorious his case may be.

If peaceable law-abiding citizens have any claims on the Military for protection. there is no place in the State where that protection is needed more than in Philadelphia, the civil officers are powerless to preserve order and protect the citizens of this county.

There are a few families of whites in this district. all of them Widows and orphans, who are suffering from want.
