I have the honor to submit the following report of the operations of the Bureau in this SubDistrict,  for the month of September - 9/13 -

The signs of the times would seem to foreshow an improvement in affairs pertaining to the freed people, but as yet no positive change since last report, is apparent.

The usual number of complaints of assaults and driving off continue to be reported; and I regret to say that in a majority of instances which have come to my knowledge, the assaults are upon women -

It seems impossible in these cases to obtain justice; and this fact is so patent, that it is with difficulty I can persuade the freed people to carry their complaints before a Magistrate-
