Everyone Pays for Airport Loss

R.W.F. "Bob" Schmidt, manager of the Tucson Airport Authority, has charged that the airlines are not paying their way with the nation's municipal airports.
In a talk a few days ago at the California Association of Airport Executives meeting at Hoberg's in Northern California, Schmidt said that "air transportation is not only subsidized, but heavily subsidized."
"You and I know, as airport executives, that the operators of the air transport services are not paying their way with us," the outspoken Arizonian declared.
"That is why we are forced to put the bite on every other possible public service to support our airports. In order to make up what should otherwise be a deficit . . . we charge the taxis, the limousines, the buses, the car-owner, the restaurant, the cocktail lounge, the barbershop, the newsstand, and the gift shop.
KIDDIES' MONEY--
"We take money away from the kiddies with prancing horses and rocket ships, we hit the jackpot with pin ball machines. We even charge to look at the airplanes whether from a so-called observation deck or with a telescope or both.
"We levy percentages, taxes in effect, on people who come out to the airport just as curious souls, who never use air transportation, so that we can subsidize those who claim they aren't (subsidized)."
Schmidt, who is president of the American Association of Airport Executimes, also said:
NON-USERS CHARGED--
"We find the taxpayer, who may or may not be a user of air transportation . . . contributing to the cost of deficiency in revenue received from users of the facility who proclaim they are not subsidized. He pays to park, he pays to look, he pays a commission if he buys a drink or a bag of peanuts. . ."
Schmidt discussed the possibility of placing a head tax on airline passengers as a means of helping airports pay for themselves. He remarked:
"The suggested solution of taxing the local boarded business, substantial though it is, really adds up to no solution because these problems have to be attacked and solved on a national basis with the end result that the user of air transportation pays for it wherever he originates, wherever he transfers, wherever he is destined.
"It is not a happy picture to behold when we see that the burden of today is but a fraction of what it will be tomorrow."

FRIDAY FISH FRY--Air Force Association will stage its annual convention in Washington, D.C., July 30-August 4. . . The Ricks Trophy Race and the annual Bendix cross-country classic will be pre-convention features . . . The Ricks race will be contested by air guard pilots from Fresno to Andrews AFB . . . Two old-time planes will take off today from Van Nuys Airport in a "dash" to Washington, and in an effort to focus attention on the Ricks race. . .

Senate Armed Forces committee is taking another look at the Air Force Request to promote Actor Jimmy Stewart and 10 other reserve colonels to one-star generals. . . Senator Margaret Chase Smith, who is opposed to the promotions, has stated that few of the 11 nominees have earned the required number of points to warrant an advance in rank . . . And AF Regulation 45-15 says that a reservist must attend meetings and earn the required number of points before he becomes eligible for promotion. . . His civilian skill or his standing in the community or industry is of no moment . . . Double standards should have no place in any branch of the military service. . .

SCALPERS--
Congress is becoming disturbed over a new breed of ticket scalpers--those who scalp airline tickets. The CAB has asked for stringent laws to curb hustlers who buy blocks of tickets under phony names and peddle them to the public at a stiff premium. . . Proposed legislation will subject such offenders to fines up to $5000 . . . . 

KLM Royal Dutch Airlines will inaugurate services between Amsterdam and Houston on September 3.
