The precise situation right now is that there is a literacy test.

It is composed of 22 questions. 17 of these questions is, uh, almost, uh, they're almost insignificant.

They're about the individual: your age, your dress, who do you work for, et cetera.

You're then asked to interpret a section of the Constitution of Mississippi.

Then is up to the sole discretion of the registrar to determine whether or not an individual has successfully completed this literacy test.

And you might imagine under this situation, why everyone should be registered? Because everyone can read and write.
