THE SET: There's a wooden cutout figure of an English bobby posted outside the Tudor-style front entrance to Arthur's, a signal to all winter-weary passerby of the cozy haven inside. Downstairs, past the modest bar, is a congenial dining room done in warm brown and knotty pin panelling. Upstairs, reached by an open circular stairway, is the cheerful garden balcony, embellished with lots of greenery and umbrellaed tables.
THE STARS: Most popular attraction on the American/Continental menu is Arthur's Feast of Plenty - an endless meal that starts with home baked bread, an "Artipasto," soup and hot meat hors d'oeuvres, and includes a choice from 14 entrees, pasta, a vegetable, tossed salad, dessert, cordial and beverage. The price depends on entree (chopped sirloin, $7.50, lobster $10.75). Also, lobster, shrimp, steak served 10 different ways.
MUSICAL NUMBERS: Aspiring show biz kids take a break from waiting on tables to showcase their talents twice nightly, around 9 and 11; piano music also.

IN LEAGUE
For Tax-Paying Theatre
The following is excerpted from a statement delivered by Richard D. Barr, President of The League of New York Theatres and Producers and The National Association of Legitimate Theatres and Producers, before the House Subcommittee on Select Education, chaired by Congressman John Brademas, on House Joint Resolution No. 649 which seeks to establish a White House Conference on the Arts in 1979.
First, let me pay tribute to the wisdom of Chairman Brademas for his positive and understanding reaction to my request of several years ago that a survey be funded to study the economics of the total theatre, both the tax-paying theatre and the so-called tax-exempt theatre. This survey is currently being conducted by the National Endowment for the Arts. This survey will not only provide vital factual information for the Congress and the Executive about the economic facts of both segments of our theatre, but it will provide a better understanding of the whole American theatre and the correlation and interrelationship between both the tax-paying and the non-tax-paying theatre.
At the outset, I should mention that our two associations, representing virtually all the tax-paying theatre owners and producers, support fully the contents and intent of this Resolution. The White House Conference on the Arts should help develop a climate in which all sectors of the arts in the United States can flourish to the maximum degree possible.
Our one concern is that our government has, in the recent past, seemed to treat the tax-paying theatre as a kind of second-class citizen, in complete disregard that the American theatre first flourished as commercial enterprises and that our tax-paying theatre productions have continued throughout our 200-year history to be a singularly vital cultural source for the theatre. As you, Mr. Chairmain, and the members of the Subcommittee know, there is a dynamic on-going interrelationship between our two forms of theatre, and it is in the public interest that our government create a climate to further the contribution of both to our National Arts Program.
