Such a regulation, besides protecting the breeding females would also have the effect [strikethrough] to [/strikethrough] of keeping the foreign schooners off the Asiatic Coast.  As the Japanese schooners, as a rule keep off the Copper Island grounds, contenting themselves with hunting sea otter in the Kurils during the summer, there would be no objection from Japanese side.
