Respectfully referred to Lieut Foot - who will present this case to the proper civil authorities and have the freedmen arrested and tried for Bigamy 
He was legally married to Julia his wife and eaven if he had not - the laws of NC legalized the marriage of all slaves which you will see by  Par IV Circular No 1 Hed 2s Aspl {?} State of NC dated March 21st 1866. The Statement which he made to you that his wife was faithless to him is no excuse for his getting married again. White people are not allowed to cast off their wives at will and marry others, and freedmen must be taught that they cannot do so unless legally divorced. You will insist upon the civil authorities taking notice of this case which is a common one an if they fail to arrest him and bring him to trial . you will do so

Robinson Asst Comm State of NC Raleigh NC for his action upon his approval endorsed therein and the return of this paper the necessary transportation orders will be issued
