At the urgent request of Mr Peebles this statement is forwarded.  I would respectfully recomend that the payment of these claims be enforced, as by the "Deed of Trust." the freedmen are fraudulently deprived of wages partly due

Respectfully returned to Col J F Chur AAA G (thru Maj CE Compton Sub Asst. Com'r) with affidavit of Mr W E Whitmore by which it will be seen that these hands left without just cause.  While on their way back to Peterburg they stated to me that Mr W had refused to pay them & asked for permission to break their contracts.  Knowing that Mr Whitmore was a man who paid his laborers promptly. I advised them to return & assured them that I would see them paid.
These papers have been delayed by the illness of Mr Whitmore
