Dear Sir:
I shall be pleased to certify to the Commissary as requested in your note to today, after you have received "a certificate of qualification" as provided in Circular No. 23, Par. II, Gen. Sprague's Hd. Qrs. I can not certify that any one has "furnished satifactory evidence of ability to instruct" &c, without a personal interview where such and interview is practicable.

If your Committee will purchase ground in this city for school purposes, aid can be obtained from the Bureau to erect a building thereon. This is what you need, a permanent location; and an investment in real estate here could not fail to be a good one, it seems to me.

Mr. Butles could select a site, investigate title, ascertain terms and write you at once.

If your desire to retain a foot-hold here you will not delay in the matter. The Am. M. A. stands ready to accept such a proposition. Please write at your earliest convenience that we may know how to act.
