Sir:
I have the honor respectfully to state that the demand for teachers in Arkansas is still very urgent, while our supply through the aid societies has suddenly ceased from causes beyond their control or our own. There are many points in the state where schools are desired and much needed but the freedmen are too poor to fully sustain them.
Such places would support good should the amount paid by the freedmen could be supplemented by a small sum per month say $20 or $25 sufficient to cover the current expenses of the teacher. 
I would therefore most respectfully but urgently request that an appropriation from the "Refugee and Freedmen's Fund" be granted for this object with such restrictions as will insure an [commercial] and just disbursement of the same to recognized teachers of the Bureau.
