Sir:
I have the honor to enclose herewith vouchers in duplicate for the payment of rent of school houses at Pine Bluff and Fort Smith for the month of April, 1869.
Genl C.H. Smith, late Ass't Commissioner, declined to approve these accounts because he was without evidence showing that J.P. Bardwell was authorized to receive funds for the American Missionary Association. That objection is now obviated - the account is a just one and should be allowed.

I have the honor to enclose herewith statement of C. H. Howard, Secretary of the Am. Mns. Association showing that J. P. Bardwell. Vicksburg, Miss is authorized to receipt for funds on account of said association in the state of Arkansas.
