is at present too undefined to warrant any outlay for buildings or any movements looking toward a permanent missionary work.  The first thing the Governments should do for these peoples - the most needful thing it could do - is to fix their status without delay.  If it be decided that they are Chickasaws and have a right in the country and to a portion of the soil then operations could be commenced on a farming basis, or a general plan similar to that adopted among the Indians; but if they have no rights in the Chickasaw country they certainly have a good claim to some portion of the public domain where their educational wants could after a time be supplied.  But any plan adopted for their relocation should be more comprehensive and far-reaching than any being pursued for the same class in the states, and it would necessarily be attended with greater expense in proportion to the results achieved.
The people themselves could not be expected to contribute anything toward sustaining their schools - it is even doubtful if they could for a time clothe themselves sufficiently well to enable them to attend school.
Regretting that facts will not warrant a more favorable report yet trusting that this may not prove wholly unsatisfactory, I have the honor to be, Very Respectfully, Your obedient Servant,
