Sir,
I have the honor to enclose herewith estimates of materials and labor for the construction of a school house at Lake Village Chicot Co. Ark. for the [[unclear]] of the commissioner. Chicot is the most S. Eastern county in the state, bordering Miss. & Louisiana. A permanent School has long been included there but repeated efforts to secure suitable grounds have proved unsuccessful because land owners refuse to sell for colored school purposes.  Upon careful inquiring I found a house and lot well situated adjacent to the courthouse square for sale for the cost of $2000.00 .  The house is equivalent to a school [[unclear]] 30 by 40 feet, and
