This is a neucleus around which must cluster all that Associations, Churches, benevolent Societies, State and local authorities and individuals can be induced to do. By the continued exercise of that energy and interest heretofore shown in the important work entrusted to you you may be able to build rapidly on this foundation; but be very careful not to enlarge your frame-work beyond your power to support it. |
