My dear Sir,
I have your favor of the 15 [[?]] and have noted its contents with gratification. If the means were at command, the fifty teachers should be en route without delay.
As it is, our receipts are mortgaged to more than six hundred already in the field, and the expense is heavy enough to warn us against undue expansion. However, your suggestions shall be kept in mind and we will do something if we can.
We shall always welcome suggestions from your office.

Very truly,
J. R. Shipherd
Secretary
