community. This to be regretted however, that owing to poverty, also perhaps [[?]] on religious and other malices the number of schools and pupils is not near the same as before the supervision if the same in January last, still the prospects are brightening.
The Assistant Commissioner of this state appointed in February last five traveling school Agents whose duty it is to thoroughly canvass the parishes assigned to them - to convene with planters and freedmen - to induce them to open schools - to select suitable locations whereby a certain number of plantations can be accomodated with tuition and to report the result of each parish to the resident Agent there of, and after completing the canvass in all parishes - to furnish a general report to this office. All of which I find to work [[?]] excellently. Under this plan a great number of schools will be established within the next five months, and all under the provisions of Circular No 3.
This office furnishes blank tuition tickets to the Assistant Superintendents of parishes, to be sold in cities and towns when no contracts have been made. [[all?]] from $1 to $1.50 according to grade and circumstances, to be conducted in a similar manner as in this city.
