General:
I have the honor to ask that the sum of Two thousand five-hundred dollars ($2500.00) be granted from the "Refugee and Freedmen fund" for the purchase of a government or other building in this city Suitable for a Graded School for freedmen. I should respectfully state that there is not at present such a school in the state, nor is there a school house properly seated. Such a school is needed here at the capital of the state, and would it is confidently believed, by stimulating effort, benefit the entire State.
